The Specialized Prosecutor’s Office for Crimes Corruption of Officials requested 10 years and 4 months of imprisonment against former president Ollanta Humala for allegedly committing the crime of aggravated conspiracy to damage the State. The tax request is also for the former executive director of the National Intelligence Directorate (Religious ones), Victor Manuel Gomez Rodriguez the former head of the advisory cabinet, Ivan Julius Kamisaki Sotomayor.
The indictment against Humala, by the anti-corruption prosecutor, Hugo Minaya Paulino, is due to his intervention and influence on Gómez Rodríguez so that he could complete the purchase of legal telephone interception equipment as part of the Pisco Project. This device costs US$21,600,000.
The strange thing about the acquisition is that, when the equipment was acquired, it was donated to the Ministry of the Interior (MINISTER) for the Intelligence Directorate of the National Police of Peru (PNP) and that project was never realized. Likewise, the plan of the former head of state includes a budget of US $ 840,000 for the training of 12 people in charge of managing these devices.
However, they did not agree to sign a contract to provide their services for an established period. This happened in 2012 when the sector had S/20 million for special resources.
The Pisco Project is also considering buying computers and developing the software to intercept communication networks: from calls to landlines and cell phones to chats in applications using the internet. Also, intercepted equipment can be geolocated through alerts issued by the system.
