At 12:30, Cuca Gamarra He crossed the gate of San Jerónimo street looking at his mobile phone, trying to compare what the vice president of the Congress of Deputies and the famous representative of the latter had confirmed to him, José Antonio Bermúdez de Casto: “Armengol just called the Board for Wednesday next week.”
“Look how easy it is, we don’t have to go to the Constitutional Court, we have to go out the door”, the PP parliamentary spokesperson had a funny reaction. Minutes earlier, with a large representation of representatives from his group, he stood in front of the Lions’ entrance facing the Chamber to protest the “unjustifiable paralysis” of the parliamentary activity.
Action Reaction. The president of the Congress then called the members of the Board, the governing body of the Chamber, to join the ranks next week to address ordinary issues such as the swearing in of the Constitution of the Princess of Asturias, scheduled for October 31. He also announced the meeting of two commissions: the one on the Statute of Deputies and the one on Petitions
However, the rest of the bodies have not been established and the Board of Spokespersons, where important initiatives such as requests to appear to members of the Government are accepted, has not met for a month. In short, the elementary actions taken by Congress, such as the control of the Executive, are in a standstill waiting for an investiture … or not.
According to the number two of the Popular Party, this situation is unprecedented. “Not even in times of war” Congress was adjourned. And the “responsible” of everything is Pedro Sánchezwhich “always sought the highest power with the least control” and now, they criticized from Genoa, “used” Armengol in “without the control of the Government in office.”
“The Senate is working”
In this context, the first group of Congress, the popular one, is clear that it will use “all the means” available to it to “up and run” the Legislative Branch, despite the fact that its functions are “obstructed” said President Armengol. The aforementioned team denied the major: “The Chamber is functioning normally.”
But the PP does not think so, and insists that it will continue to defend the separation of powers and the accountability of the Government. “Although it is in office, the Executive must be subject to parliamentary control.” In other words: “Congress should be at the service of the citizen and not at the service of a citizen, because of his desire for power.”
According to Cuca Gamarra, the Lower House should have a calendar of plenary sessions and parliamentary activity “to fulfill its constitutional function of Legislative Power and control of the Government”, as happened in the Senate, led by the absolute majority of the PP. “This is the demonstration that one Chamber is working and the other is not.”
Until now, the popular sent some requests to Armengol: that he set the date for the investiture debate of Sánchez, because “with Feijóo it only takes twenty-four hours”; the appearance of President Sánchez, to report to the European Council; and the other two members of his cabinet: Marlaska, Interior, and Albares, Exterior, to account, respectively, for the migratory crisis in the Canary Islands and Spain’s position in the Middle East.
