Can there be a legislature without the support of the Junts?

The vote held this Tuesday in the Congress of Deputies ended up representing a new fracture between the government and Junts to implement the amnesty law, with the Catalan party increasing its demands for a text that they previously supported by saying ‘no’ to the lower camera.

Now, the amnesty and the talks to continue the law have stopped, opening a time for reflection. As of now, there are three possible scenarios that could mark a legislature that will be anything but calm for the coalition government.

The first scenario is that the government grants and expands the number of people who can benefit from the amnesty law. However, this scenario seems unrealistic to the government, with Félix Bolaños and Esther Peña making it clear that Junts should “reconsider” their position.

The only nuance that was opened in the last few hours came from María Jesús Montero, who assured that “there is always room for negotiation.” The vice president of the government believes that if there is a “clear desire for dialogue on both sides,” there may be room for changes.

However, the Minister of Education, Pilar Alegría, seems to have closed this door because she insists that the law is “immaculate from the point of view of the constitution” with “absolute legal certainty.”

This brings us to the second scenario: that Junts and Puigdemont are the ones who resigned. The current amnesty law does not only protect the former president of the Generalitat; there are hundreds of people who need the law so that the consequences of the ‘procés’ do not affect them.

For this reason, the ERC forced Junts to change its position, as defended by deputy Pilar Vallugera: “I am not part of the parties; I am not part of the leadership. I go for the children who see their lives, which were disrupted by completely wild. accusations and for all obvious reasons.”

If neither of them give, neither the government nor the junkies, there is a third scenario that opens: a legislature without the support of the junkies to the government. The Executive insisted that the legislature will last and that it depends only “on the President of the Government,” Pedro Sánchez.
