In the same style as the’mochasueldos’ of the Congress of the Republic, the Public Ministry began a preliminary investigation for the alleged crime of concussion of damage to the state against Emilio Nicolás Cabrera Carranza, a trusted person of Dr. Ciro Castillo Rojo, for alleged case of cutting the salary of the Regional Government of Callao. As revealed by ‘Panorama’, he requested 20% of his salary from Roberto Padilla so that he could start working as a driver of escort vehicles for the regional authority.
The plaintiff’s name is Roberto Padilla Agurto, who is one of the escort drivers, Dr. Ciro Castillo Rojo. Until a few months ago, he did this work, which was recorded in official photos taken during the head movements of Gore Callao. He accepted that Emilio Cabrera “hastened his documents” in exchange for giving him 20% of his salary for two months, but he continued to ask for that percentage after the agreed period.

In the end, he never signed the contract, but he worked for a few months under Ciro Castillo Rojo and received his salary. He told in detail how they asked him to hand over part of his salary: “I will enter the commander’s office, Emilio Cabrera, I found him sitting at his desk with his white shirt and black vest and he said to me: ‘Boy, how is the service going?’ I told him very well that there was no problem, and he told me that he had very good references, but that there were certain difficulties with the documents to make the payment contract and that it was by some guidelines. He told me, ‘You must contribute 20% of the salary they will pay you.'”
