Within the framework of the IX High Level Political Dialogue, Colombia and the European Union announced the start of negotiations for the signing of the Collaboration and Cooperation Agreement, a bilateral political agreement that raises the level of diplomatic relations to the level of a Strategic Alliance.
“The starting point of these negotiations is the recognition of the strategic importance given by the European Union (EU) to Colombia. The Collaboration and Cooperation Agreement (CCA) will contain the general framework of the relationship, made up of a collection in various discussions and cooperation mechanisms, as well as deepening the structured dialogues that the EU and Colombia have on political issues, the environment, security and defense, human rights and drugs,” the Foreign Ministry reported, through a document.
With this process, The Colombian government aims to increase relations with one of the central actors of global geopolitics, in the same way that the United States has already done in 2021, by establishing the framework of a relationship as a strategic ally, and recently, in China. by elevating relationships to strategic partnerships.
On December 4, the last follow-up meeting of the commitments of the Public Diplomacy Roundtable of the 10th High Level Dialogue (DAN) with the United States was held at the Indalecio Liévano Hall of the San Carlos Palace, Headquarters of the Foreign Ministry. in 2023.
The meeting was led by the director of Cultural Affairs, Catalina Ceballos Carriazo, and the Education and Culture attaché of the US Embassy in Bogotá, Rosalyn Wiese.
“In this meeting, the progress of the educational, cultural and sports commitments developed this year was reviewed, surrounding the actions of public diplomacy through bilingualism, academic mobility and strengthening of institutional capacities, ” said the Chancellery.
Likewise, representatives of the Ministry of National Education, the Ministry of Cultures, Arts and Sciences, the Fulbright Colombia Commission, Icetex and Sena and almost the Ministry of Sports and the Colombian Embassy in Washington proposed new deliverables, which will take place during the first quarter of 2024 in preparation for XI DAN.
Mercosur and Unasur
At the Mercosur Summit, Colombia urged the strengthening of integration and emphasized effective collaboration in the regional reform mechanism. With almost two decades as an associated state, Mercosur for the country is more than an economic platform and represents a valuable opportunity to consolidate the countries as a bastion of peace.
In his speech, on behalf of President Gustavo Petro, Colombia reaffirmed the importance of cooperation to face major challenges shared between countries, such as environmental degradation, technology and social gaps , drug trafficking and migration, and highlighted the region’s potential to lead. global solutions.
In the same way, he emphasized the responsibility of prioritizing the protection of life in multilateral scenarios and pointed out that it is proposed to implement social policies focused on the fight against hunger, poverty, environmental protection and the development of clean energy. , towards a decarbonized society. In this context, he invited the leaders to redouble actions in these fields.
In addition, the Petro government recently announced its return to Unasur, after a five-year absence. He left this forum almost five years ago by order of the then president, Ivan Duque.
