In addition to 200 temporary of the Government of Aragon was left on the streets this Thursday when the transfer of the positions of 1,050 officials became effective. The General Directorate of Public Function thus concludes the macro-competition of merits for career civil servants, the largest in the history of the DGA, convened by the Government of Javier Lambán in October 2022 and now resolved by Jorge Azcón. The move has the approval of most unions, CC. OO., UGT and CSIF, because it was agreed at the sectoral table, while Stepa and Cata, representing part of the interims, are radically against it.
The Executive launched calls for transfers for more than 3,500 positions in the general administration, but it was able to fill less than a third because a good part of them included transfers outside the capitals. Unfilled positions will be filled through interim job pools, whose lists are set in order of grade in the examinations, added to the score they have by seniority.
The DGA agreed with the unions to make the transfers on February 1, although the macro-contest was resolved in November, so that it does not coincide with one of the critical moments for the Administration, the end of the year. In fact, it includes more than 3,000 administrative works, affecting the Sirhga personnel computer system and the payrolls themselves.
The need for such a staff operation is great because there are officers who have waited up to seven years for a transfer competition, because until now a partial call has been made, in sections of groups of officers. “It takes a lot to solve it and the collaboration of the former advisor group Carlos Pérez Anadón will be recognized,” said official sources from the Ministry of Finance.
The macro contest Leaving 234 interim workers out of a job, of which more than 15 are already on internships which raises an opposition and, therefore, they will be included in the permanent squad and released. Consequently, the number of those affected represents 6% of the 3,735 interim members of the general administration when the call was launched, which is close to the career civil servants, 4,261 at the time.
However, some of those who left may be transferred because there are 620 places to be filled through a merit-based competition, without an exam, where only interim workers are de facto who can attend. “They will be collected in the spring and resolved throughout the year,” the Treasury indicated.
Work on the Public Service has just begun, as two other processes need to be resolved. The largest by accumulation are public job offers through five years of competition. Those of 2018, 2019 and 2020 will add 762 places, which was gathered at the end of 2021 without the list of those admitted being published and the court has decided so far. To this is added the 603 included in 2021 and 2022, whose decrees were approved without the process being launched. According to the unions, the processes for these 1,365 positions are grouped, although they can be solved in packages. “The majority will be resolved this year to reduce temporality,” they said.
Similarly, the opposition competition will be launched with another 264 positions called for 2022 and also pending and which, if the schedule is met, will be covered throughout the year, benefiting the interim candidates.
