The president assured that he raised the issue in talks he had with the head of US diplomacy, Antony Blinken, during his visit to South America.

“I told them that what happened to Cuba was an injustice,” Petro said. He said the island had to pay a price for accepting Colombia’s request to host peace talks.

Cuba was the seat and guarantor of a peace agreement with the former Revolutionary Armed Forces of Colombia (FARC), which has now been converted into a political party.

It also welcomed the process with the National Liberation Army (ELN), which was disrupted by the government of Ivan Duque (2018-2022) after a deadly car bomb attack against a police school in Bogota.

After the abrupt end of the talks, Duque asked the Cuban authorities to hand over a negotiating team of guerrillas, which the island opposed, accusing the previously agreed protocol of a safe return of the rebels to Colombian territory. It was established that the communication failed.

Therefore, Bogotá prompted the United States to reconsider Cuba as a state sponsor of terrorism.

In January 2021, in the final days of the Donald Trump administration, Washington added the island to that list, along with Iran, Syria and North Korea.

Upon taking power on 7 August, Petro began contacts to resume peace talks with the ELN, which is considered the last guerrilla in Colombia.
