The drafting of the amnesty law is progressing and Carles Puigdemont and Oriol Junqueras should be able to compete in the next Catalan regional elections. At least in this introduction the colleagues of Pedro Sánchez are working, and to achieve this they must tie the hands of the Supreme Court. The Chamber led by Marchena and Judge Llarena are their main headaches and what they do is to see how they limit the margin for legal readings that lead to what has already happened to them in looting, when the political decision to lower it was reviewed by the Supreme Court.
Llarena can respond to the amnesty by sending a preliminary ruling to the Court of Justice of the EU or even a question of constitutionality in the TC, which, while it is resolved, will keep the prosecution of Puigdemont and the warrant of arrest. Communication between Junts and PNV continues to be excellent, with permanent contacts. The amnesty will erase the criminal responsibilities and the disqualification penalties, to completely reset the counter to zero. Otherwise, there will be no agreement, according to sources who participated in this first line of talks.
Puigdemont once again plays with an advantage, because in that scenario he can count, if the Justice does not stop him, to return to Spain as a candidate for the Presidency of the Generalitat, but within the ERC there are stabbings to solve the problem. The poor election results, and personal divisions, opened cracks within the Republicans. Junqueras was confused. The entourage of the acting president has built a new story to justify his rejection of what seems to be his fiercest principles in relation to the freedom movement. But this story will inevitably conflict with that of Puigdemont, who will also have to adapt his message and modulate how far he demands for a referendum on self-determination.
The possibility of a table, where the negotiation of the consultation in the future, euphemistically, is a possible way for those who until now have always maintained that the Catalans have already voted in a referendum in 2017 and that now the mandate of 1- Or, use freedom. Puigdemont remains installed in obscurity, and his opponent is not really Junqueras, who they say in the Junts does not have the capacity to manage political battles, but former minister Salvador Illa, head of the PSC and candidate for the Generalitat. The entire political structure that they have forged from Moncloa revolves in one way or another around the goal that the only socialist baron that Sánchez listens to will win, with a majority, the next Catalan regional elections.
