Semilla should have agreed to 10 legal reforms to become president of the Congress

Deputy Samuel Pérez, president of the Congress, announced that today they will present 10 initiatives that are part of the negotiations that will remain on the Board of Directors of the Congress during the period 2024–2025.

Pérez indicated that among the package of initiatives are changes to the Electoral and Political Parties Law (Lepp), ensuring that they do not seek to reactivate transformism and that the issue is no longer on the table.

But two of its three vice presidents said the opposite, indicating that “some” proposed the reform and one of them was about to present a bill.

On January 14, the Semilla Movement won the presidency of the Board of Directors of the Congress after defeating the opposition slate, led by Sandra Jovel.

The former chancellor got only 75 votes on his slate after it was announced that they had at least 90 deputies in favor.

The slate led by Pérez, the new president of Congress, won 92 votes, securing the first presidency of the tenth legislature.

Although there are congressmen who claim that the negotiations with the ruling party started in months like September and December, in the legislative corridors, it was heard that the negotiations took place last week.

The possible bargaining chip that some deputies will bet on is the manipulation of the electoral law, to the point of being able to change parties again, as happened in previous legislatures.

This practice, labeled by political scientists as “unethical,” stopped in 2016, when the Plenary Session of Congress made the final change to Lepp.

On the board, there are two deputies from the Semilla Movement, two from the National Unity of Hope (UNE), and one from Cabal, Vision with Values ​​​​​​​​(Viva), National Welfare (Bien, Victoria and from Winaq coalition) blocs. URNG.

The first vice president is held by Deputy Adam Maldonado of UNE; he is a financier of the political campaign of Sandra Torres in 2023.

He defended how the 23 UN members voted for the official ticket, which their presidential candidate defeated in the second round.

“In politics, this happens; there are times when there are agreements, and there are times when there is no agreement, but as someone said, in politics there is no friendship; what do you have political agreements to do legislatively?” he explained.

Maldonado confirmed that there are 10 initiatives agreed upon by the ruling party to get support for the presidency of Congress, including Lepp.

“At the time I make a statement, we have the Electoral Affairs Commission. With Deputy Inés Castillo, we already have a proposal that we will announce to the public at the appropriate time.

When asked if he considered transformism, the deputy answered, “I consider that the Constitution establishes that there is freedom of association; it is a constitutional right that is on the table, and we will examine it to see whether it is appropriate or inappropriate. to put it into people’s consideration.”.

The third vice president of Congress is Nery Rodas, Cabal’s deputy. This is not his first time in the Legislature since he became part of the deputies of Manuel Baldizón in the Renewed Democratic Freedom (Líder).

Rodas showed that Lepp is not the only one who is looking to change: “We also want to see the organic law of Congress, the hiring issue, the economic issue, social… I believe that in two or three more days we will have a clear idea of “what are the priorities?”

Regarding the possible return of transformism, Rodas says that this is a request from some representatives.
“On our side, this time we don’t see it; there are some who ask for it, of course, because if one no longer feels satisfied or the openness within the party that has heard it many times, one thinks about that,” he said.

I don’t know the topic

In a press conference, the president of the Congress said that today they will present the initiatives that are part of the political agreement that allows them to become president.

He emphasized that there are intentions to change the Lepp, but he ordered that the issue continue with transformism, or at least he said that he did not hear that this issue would be part of the discussion; “it is not a topic that we are already talking about. ”

The president of the Congress explained that through the legal mandate, they must be aware of the Lepp reforms, where he expects agreements to be made to strengthen political behavior.

“The Lepp issue is addressed; in fact, there is an obligation to install a commission, make an analysis, and open the debate. The important thing in the discussion is that all the legislative blocks represented in Congress can contribute from their point of view,” he said.

Solid alliance?

Within the Board of Directors led by Samuel Pérez, from Movimiento Semilla, there is a deputy who, until a few months ago, supported the presidential candidacy of Sandra Torres and one who is part of the group of Manuel Baldizón, convicted in the United States of money laundering.

Despite this, Pérez is confident that there is a strong enough political alliance. “It is strong, and I can honestly tell you that it is growing. We want to invite all the representatives to work together. We prioritized the creation of a political agreement but, above all, distanced ourselves from traditional political practices.”
