Sen. Rick Scott has introduced a bill to ban wax passports for interstate travel

Scott is referring to a case involving former President Barack Obama’s controversial Affordable Care Act (Obamacare). One of the most controversial sections of the bill, the private order, requires citizens to buy health insurance or pay fines to the federal government. The administration has justified the proposal under the trade clause of the constitution, which gives the federal government the power to regulate interstate trade.
