The best way to reduce child abuse

When the researchers began this work, they did not intend to focus on differentiated response programs. Initially, they were analyzing the impact of social safety net policies in the United States and their impact on the prevention of child abuse.

However, Johnson-Motoyama said the impact of the programs was significant when considering different response programs.

“What is surprising is that these programs appear to be the most important protective factor in children in all of our analyzes. We decided to take a closer look,” she said.

The researchers obtained information from National Child Abuse and Neglect Data System From 2004 to 2017. In the states where DR programs are and are not, states have used differences in the implementation of differential response programs to compare abuse and neglect and foster care placements.

During the study, 24 states and the District of Columbia used DR for some time.

Positive findings regarding the effectiveness of differentiated response programs include the fact that the states that had DR programs had more generous social security programs, even after considering a number of other issues that could be addressed.

According to Johnson-Motoyama, the data did not allow researchers to determine exactly why specific response programs were so successful. But they have some idea of ​​what might be happening.

She noted that the majority of families affected by child care are poor, and that they may have problems with housing, food, child care, mental health and other issues.

Traditionally, families may be required to participate in a variety of services if they wish to keep their children out of foster care.

“Sometimes these court-ordered services can cause families to fail. “They are good, but they may not be able to complete the child welfare system on time, given the limited resources of a family.”
