The Office of the Attorney General was criticized by Nicanor Boluarte for misusing the prefects to register his party

The Public Prosecutor’s Office, which specializes in corruption crimes and is based in San Martin, criticized Nicanor Beluarte, brother of the President of the Republic, Dina Beluarte, and his partner, Griselda Herrera Vasquez, for the alleged crime against public administration after journalistic reports revealed that they forced the prefects and sub-prefects of the region to assist in the registration process of Citizens for Peru before the National Elections Jury (JNE).

“The complaint is based on information that reveals that Nicanor Boluarte is supposed to be in charge of appointing the prefects and sub-prefects of San Martín, with the aim that they collect signatures and thus be able to register their political party before the JNE,” the document reads.

In this sense, the Attorney’s Office shows that the alleged crime would have had the participation of Griselda Herrera, who is supposed to be in charge of selecting and coordinating the actions of the officers to fill out the membership forms and is also required to pay the amount of money to the aforementioned political organization.

The operator of Nicanor Boluarte in San Martín

about Griselda Herrera, who is identified, according to information released by ‘Cuarto Poder’, as the political operator of Nicanor Boluarte in the management of prefects and sub-prefects in the region of San Martín. His former colleagues pointed out that he was a drastic teacher who liked to rule and remained a threat to the aforementioned officials.

“He has the power, by orders from above, by orders from the number two, Mr. Nicanor, to order that such a prefect leave or that such a person cease, because they are orders,” said doctor Armando Villalobos, who was named provincial prefect of San Martin.

After the fall of Pedro Castillo, the operator of Nicanor Boluarte began to manage, in the shadows, all the prefects and sub-prefects of the region of San Martín. Every poster and every signature of new CPP party members is collected by public officials, prefects, and sub-prefects.

“That was a necessity. One of the functions is that every sub-prefect has to fill out the forms to join the political party. How much are they asking for? 80 chips,” said Mac Sánchez, subprefect of the district of La Banda de Shilcayo. “The conditioning is ‘if you don’t fulfill your obligations, you go to the office.’ If you do not comply, you will leave the office,’” added Agustín Soria, subprefect of the district of Alberto Leveau.

They charge a monthly fee to the prefects

A CPP Tarapoto WhatsApp group is created. There, Griselda Herrera and her husband Fernando Navarro informed the prefects and sub-prefects of the progress of the CPP party registration before the National Elections Jury. Some of these authorities say they feel threatened and are at risk of losing their positions if they don’t cooperate.

The problems increased when, in addition to signatures, they asked for bags of money to manage Nicanor’s party coordinator, Griselda Herrera. It is noted that an amount of S/50 is requested per subprefect house per month. Hundreds of soles were raised for CPP registration in JNE.
