The PSOE led the Budget negotiations between Sumar’s concern and the pressure from the Junts

First contacts, the exchange of documents, and initiated dialogues. Negotiations between the Ministry of Finance and various political forces to approve the General State Budgets (PGE) for 2024 began weeks ago, according to several parliamentary sources, but they are still in a preliminary stage. stage.

Also those who occupy the members of the government itself. Despite all this, there is always a certain level of unpredictability that the Junts each Catalunya brings to the legislature. Some voices of the post-convergents have started to stir the water and warn that their favorable vote is not guaranteed.

The turn of the Junts with its vote against the amnesty and the rejection of the absolute majority of the Popular Party (PP) in the Senate to the deficit path and the budgetary goals slowed down the conversations about the PGE, as reported already in the public. Also among the members of the government, as confirmed by Sumar sources.

The will of both sides, as it cannot be otherwise, is the best. “The amnesty and the budgets will continue,” Ernest Urtasun, Minister of Culture (one of the five held by Sumar), said on Friday morning in La Sexta. The concern with the formation of Yolanda Díaz has less to do with the level of possibility that the PGE will come out—there is confidence in the terms—than with how successful the negotiations will be at the level of content and distribution.

A representative of the party with parliamentary weight said in the middle of the week that there were no “chaos” between the two government parties at the start of the talks, but there was a certain “concern” in their ranks. “We have many ministries, and we need to ensure good distribution,” he said. “Everyone has their priorities.”

This is a particularly delicate issue in Sumar, as theirs is a parliamentary group composed of many political forces. Sources from Comromís, one of the parties, explained that, at the moment, the negotiations are led by members of the political leadership of Sumar and the PSOE, but they do not rule out the intervention of decisive moments to give strength to the defense of the “agenda Valencian.”.

It is, in many cases, a question of agendas. Sources from the Canarian Coalition influenced this: “At the moment, we are only exchanging documents; we have not started political negotiations.” But when they start, the deputy of the Canary Islands, Cristina Valido, will slander the agenda of the Canary Islands and all the points agreed by the PSOE in the investment agreement. Valido’s has just one vote, like the Galician Nationalist Bloc (BNG), but the numbers in the legislature are tight and the plenary votes show that smaller formations have parliamentary weight.

The PNV and Esquerra Republicana agree that it is too early to assess their conversation with the PSOE. Something similar was said by Podemos sources, who pointed out that, first, PSOE and Sumar must come to an understanding with each other and build a proposal. When that happens, it’s time to let them know your conditions.

Junts warns: “They did not capture our votes.”

Sources from the Ministry of Finance, as this media has already published, suggest that the starting point for the start of negotiations is good and that they are talking to all groups. Also to the Junts, which should not have linked the budget negotiations with the amnesty. However, this Wednesday, Senator Josep Lluís Cleries warned the Minister of Finance, María Jesús Montero, who is also in the Upper House, that the vote of Junts to approve public accounts is not guaranteed. “They didn’t take our vote captive.”

“It’s not about dialogue. It’s about negotiation. The exchange of nothing practiced by others is over. But our voting for budgets, with this way of doing it, they won’t get it,” he declared in a speech that is contrary to the secrecy and discretion with which Junt sources were consulted on the issue. The will of the Executive is that the negotiations with Carles Puigdemont’s group do not always go to the last minute, as happened with the first vote on the amnesty law or the January decrees.

PP is key, but not essential

If the amnesty law is the master key of this legislature, the General Budget is the pillar that supports not only this but any legislature. Not in vain, it is the law on which the economy of the state depends, which determines how much can be spent and gives a good measure of the things that can be used in different areas. This Wednesday, the PP reversed the deficit path in the Senate linked to the spending ceiling, something that slows down the progress of the budget.

This deficit limit that the state will reach in each fiscal year has been the cause of disagreement between the two main parties. The PSOE proposes a path that envisages 3% in 2024, 2.7% in 2025, and 2.5% in 2026. The popular complaint is that the government does not offer the autonomous communities beneficial treatment regarding their disability limits.

From Moncloa, they insist that the ideal scenario is to approve the budgets with the deficit path that it designed, but that if the PP continues to block the Upper House, the accounts can be approved with the objectives in the budget transferred to Brussels in April 2023. They also emphasize that in this case, the autonomy, also managed by the PP, must adjust their numbers because the objectives already known to the European Union are more strict with them and force them to balance profit and loss instead of the 0.1 deficit currently proposed by the Executive.

Currently, the government has a month to present a new proposal, and the PP has not closed the negotiations, although the Ministry of Finance sees an agreement on the terms proposed by the Popular Party as far away. Beyond the PP, negotiations to design budgets that convince all actors will be more intense once the Congress approves the amnesty law and it is passed to the Senate. The PSOE, Junts, and ERC have until February 21 to reach an agreement and agree on a ruling from the Justice Commission. Afterwards, the law will be voted on again in the plenary session.
