The Second Public Hearing was held in Bucaramanga, in the Autonomous Regions

Present at the hearing are Gloria Flórez, Miguel Ángel Pinto, Nicolás Echeverry, the president of the Society of Farmers of Colombia, SAC, and Jorge Enrique Bedoya, who is also vice president of the National Union Council.

President Nganan recalled that in the current Development Plan, the mandate to form autonomous regions was left in Article 28.

“It is time to abandon centralism and give way to an alternative of autonomous regions, convinced that it will bring real progress that, due to historical mistakes, has been denied to Colombians for two centuries,” said President Vasquez.

He explained that centralism is the root of inequality and backwardness. The poverty and violence that plague the Colombian people.

The president of the Senate warned that the Congress will responsibly accept the study of reforms independently and will not reject its sovereignty as a delegate of the Primary Constituent.

He commented that the process of reforms gives new proof of the convenience of bicameralism in the Colombian legislative branch.

“The cameras love each other or hate each other; they look at each other to control each other and always conclude laws or reforms that are convenient for the country,” he said.

He also warned that the president of the Senate will defend Colombia’s democracy with his own life against any threat against it.

The coordinator of hearings, Deysi Ardila, speaking at the opening of the meeting, said that the Senate is going around the country to listen to the regions in their cries for the urgent and necessary change of the centralist model.

For his part, the secretary general of Gregorio Eljach, when announcing the formal opening of the hearing, said that these hearings are official and their conclusions will be part of the procedures for the final reform.
