The US Congress approved a budget of 45 billion for Ukraine

The United States Congress approved the fiscal year 2023 budget this Friday, which includes $45 billion in aid to Ukraine in a $1.7 billion spending package.

The House of Representatives ratified that bill by 225 votes in favor and 201 against, a day after the Senate, with a Democratic majority, ratified it by 68 votes in favor and 29 against.

The two houses had approved a parallel resolution that extended the current budget for another week, until December 30, to ensure that the federal administration remained open while the new budget was being released.

The urgency was twofold: at midnight this Friday the funds for the administration’s operations ran out. Furthermore, if the discussion was extended, a winter storm approaching the center and north of the country threatened to leave congressmen stranded in Washington on Christmas Eve. More than half the legislators voted remotely.

In less than two weeks, on January 3, the Republicans would assume control of the lower house, as the Democrats were defeated in the November legislative elections, which the latter wanted them to shut down.

US President Joe Biden must sign them now for them to take effect, and has said he will do so as soon as they land on his desk.

“The bipartisan bill advances key priorities for our country and caps a year of historic bipartisan progress for the American people. It’s good for our economy, our competitiveness and our communities,” he said in a statement.

Those budgets for fiscal year 2023, which runs from October 1, 2022 to September 30, envisage a defense budget worth about $858,000 million and 800 billion for other items, up 9.3 percent from the previous year. is an increase of .

They also cover $40.6 billion to address drought, hurricanes, floods, fires, and other natural disasters and emergencies in the United States; and some $45 billion in economic, humanitarian and security aid to Ukraine.

Ukrainian President Volodymyr Zelensky, who flew to Washington to meet Biden on Wednesday, defended the day in Congress that the money is not a charity for his country: “It is an investment in global security and democracy.”

“As you have made clear to us, your country will need our continued support to end this war through the strategic defeat of (Russian President) Vladimir Putin, one of the greatest war criminals in world history. Must come.”, said today the Democratic majority leader in the lower house, Steny Hoyer.

The bill came to that chamber after two amendments on the management of the border with Mexico were rejected after debate in the Senate.

The rules include a reform to provide more guarantees for the electoral count, by clarifying that the vice president does not have the power to overrule the results of a presidential election.

The change comes on the eve of the second anniversary of the attack on the Capitol on January 6, 2021, when Joe Biden’s victory over Donald Trump was certified in November 2020, and when the legislative committee investigating those incidents called former Republican Pres. Most responsible for what happened.

“This will guarantee that this shameful assault on our democracy will not be repeated,” Hoyer said, noting that the role of the vice president does not have the power to overturn those results, regardless of what Trump plans to do in 2021. claimed that his then “number two”, Mike Pence, was under pressure to disown him.

For Kevin McCarthy, the current minority leader in the lower house, who is stepping down as its speaker in January, however, those budgets were all but important: “Inflation, the economy and the government will get worse,” he lamented. Said he was not given enough time to review its nearly 4,100 pages.
