There are delays in the printing and distribution of the supply booklet

The delay in the printing and distribution of the regulated family basket supply book will not escape the objective economic difficulties that the country is going through.
If a high percentage of the paper used in Cuba for lithography depends on imports, it is not surprising, given the economic constraints that the country is going through, that delays occur in the arrival of this raw material.

The lack of time is the basic reason, among others, for the delay in the delivery to the population of the well-known supply booklet of the last three years, where the products of the regulated family basket are recorded.

In addition to the booklet, the availability of other necessary models is affected, as are Marpessa Portal de Villiers, deputy general director of merchandise sales at the Ministry of Domestic Trade (Mincin), and Joel Rodríguez Ramos, director of operations at the Caribbean Edition of that company.

In an update offered by the Granma of the Mincin of the demand required by the 4,017,000 existing nuclei in the country, 2,786,000 notebooks were made at the end of the third week of January, and 1,231,000 remained, for a 69% progress.

With the preparation, it is possible to finish the delivery of the notebook in Pinar del Río, Artemisa, Matanzas, Las Tunas, Santiago de Cuba, Guantánamo, and Isla de la Juventud.

Mincin itself reported, at the beginning of the year, through a note on its website, that “the printing industry cannot ensure the production and delivery of supply books in 2024 in 2023 in the planned period.”

However, the Operations Director of the company Ediciones Caribe (the one that prints the notebooks) told Granma that, even though the financing for the purchase of the necessary raw materials was assigned to them in September 2023, their industry has designed alternatives. to fulfill the agreement.

“We thought, as a risk, using the paper we have in our warehouses, to keep the commitment made by the industrial workers to be delivered to the Mincin before December 20,” he explained.

Traditionally, the Deputy General Director of Merchandise Sales of the Ministry pointed out the total number of supply books and baskets and the model required for the work of the Consumer Registry (Oficodas), requested at the beginning of the year, in the printing industry, in the company Gran Comercial, to ensure its production and distribution in the third quarter of the year.

By carrying out the deliveries at this time, he emphasized, the Oficodas can improve the whole process of preparing and delivering the notebooks to the warehouses for the collection of the population starting in the second decade of December.

Specifically in 2023, as specified by Portal de Villiers, the case was presented by the company Ediciones Caribe on February 27. The industry stated that they could only ensure the production of 4.5 million supply books but not the rest of the models because they have no investment.

“As an alternative to the production of notebooks, it was agreed to contract the products of Ediciones Caribe entities with raw materials.

«In this case, there are eight territories: Pinar del Río, Artemisa, Mayabeque, Matanzas, Holguín, Granma, Santiago de Cuba, and Guantánamo. The plan for the rest of the provinces should be a contract with Litografia Habana,” he said.

Delivery Dilemmas:

The Deputy General Director of Merchandise Sales of the Mincin determined that industrial deliveries began in October and ended on December 20, with the delivery of the corresponding notebooks in Camagüey.

“Receiving the books of supply, the dates when the preparation must be completed, and creating conditions for the delivery of the population, delayed the process,” he argued.

However, the data provided by the company Ediciones Caribe shows that, although the last delivery was made on December 20, some production units have restored part of the contracts since June.

Rodríguez Ramos indicated that the ueb Gráfica Impresiones Pinar del Río, which manages the notebooks of the province itself, Artemisa and Mayabeque, was delivered on August 31, 2023, to the Universal Products Marketing and Services Company in the territory of the first 50,000, of which they were completed, with 200,000 in September and 57,000 in October, to complete the client’s contract.

Something similar happened to Ueb Grafica Santiago de Cuba, which made five deliveries to the State Directorate of Commerce in the province between June 28 and November 24.

Regarding the deliveries, the Portal de Villiers specified that they are made by the printing industry of the Gran Commercial company, the entity that manages the transfer to the provinces.

This year, surprisingly, direct deliveries were made from manufacturing establishments to the territories, as happened in Pinar del Río, Artemisa, Mayabeque, Matanzas, and Santiago de Cuba, among others.

He noted that the distribution of supply books to the offices of the Consumer Registry is the responsibility of each territory, where the logistics must be planned for their transfer from the warehouses of the Universal Company to the final destination.

When the notebooks are received in the offices, he emphasized that they are filled manually, ensuring the correct preparation and completing all the data, the core, its components, and, if appropriate, the medical foods.

This process is carried out without paralyzing the remaining activities of Oficodas, such as serving the population and updating data for distribution by supplying entities.

However, in order not to delay the process, the support of other workers, contractual staff, etc. is requested in the capacity of providing services.
