Why. Dear Honorable: I received my registration renewal for over $500 for a travel trailer I bought last year. While utility trailers have permanent plates, often used but not charged much, travel trailers are billed annually based on their value, even if they are only on the road a few times a year. The upgrade also says that the non-op option is not available. What does the Department of Motor Vehicles have against travel trailer owners?

A. Hawn enjoys watching trailers when he’s out for a long spin on the freeway, Dawn, but he knows very little about them, so he heads to the DMV.
“Utility trailers and other trailers not designed for human habitation are registered under the Permanent Trailer Identification Program and are not subject to annual registration,” the spokesperson Angelica Martinez In an email told to Hon. “A flat fee of $10 is payable every five years.
“The registration fee for travel trailers is based on the same factors as for a regular automobile,” she said. “Similar to vehicles, trailers are classified by body type. A travel trailer, or trailer coach, would be classified as a coach trailer, because it is designed for human habitation, and the annual registration is subjected to.”
A non-op – officially called a “planned non-operation” – means that the owner will not touch a public road for the entire year, which includes registration. For most vehicles, if not all, it costs much less than annual registration.
“Travel trailers are excluded from the planned non-operational schedule,” she said. “Since these trailers are designed for human habitation, their mere presence in the state constitutes use/operation.”
Why. Hi hon. Does the DMV still offer knowledge tests on paper for those who are not comfortable taking the test on a computer?

Depends if you hit the right office at the right time.
“Our primary route is to offer electronic tests,” said Chris OrrockDMV spokesperson. “However, in some cases a paper test may be administered upon request.”
But, Roger, you might not even need to take it. Check your renewal notice – it should contain details of your actions to renew. (Most motorists 70 and older can renew online or by mail for the remainder of this year.)
If you don’t have it, email the roger, Hon, he will send it with your info to aurok who said someone will see what you need to do.
Even if you need to take the knowledge test, which was once called a “written test,” you likely have options.
Many can take it online from the comfort of their home.
Or they can choose what the DMV calls e-learning, a course that can take 45 minutes to complete. There is no need to panic for this route, you cannot fail in it. Quizzes can be taken repeatedly for seven sections.
fact: The CHP says that of the 6,500 or so accidents the California Highway Patrol responded to in 2020 involving a motorcycle, about 80% had at least one injury. Even worse, 328 motorcyclists were killed.
