This Wednesday, the plenary session of the Parliament gave the freedom to process a bill that prohibits bulls tied, chained and at sea, by passing the debate on the entire proposal of En Comú Podem and the CUP, where the PP and VOX opposed it but did not have enough support in the room. Although their proposal was rejected, most of the groups expressed their willingness to change it and change some aspects.
Now, the bill will continue through the parliamentary committee process. The text envisages, for reasons of “social awareness and in the light of science and ethics”, a decisive step towards the protection of the animal by eliminating certain forms of ‘correbous’ that generate more rejection in society because of the negative impact on animals. . For this reason, it is planned to eliminate bulls of bulls, bulls of cows and bulls of the coast, also known as bulls of the sea, from the catalog of modalities allowed in Catalonia.
Jessica Albiach, president of En Comú Podem in the Parliament of Catalonia, is the deputy in charge of presenting the proposal. He defended that “If it were up to us, we would ban any show with live animals in our country”but in order to achieve a proposal that has a chance of being approved, the claims must be lowered. “Over time we will be able to gather the majorities needed to achieve this”, he added. He also emphasized in his speech that this bill is not against anyone, but in favor of animal welfare. “and a better way to relate to the fear of the environment and animals”.
VOX representative, Alberto Tarradas, advocate of change in general, was the first to intervene. His position is based on the defense of bullfighting through his far right formation and on repeating that Catalonia is a world benchmark day for bullfighting. “We defend the festivals of the bulls and we will do it until the final results”he declared. “What some ‘gentlemen of small culture’ are doing today is to impose that we cannot celebrate our traditions as the will of the people”he added.
Then it’s the turn of the deputy of the Popular Party from the Mixed Group, Lorena Roldan, who did not come down from the podium to make his defense, which was the shortest of all this morning. He recalled the ban on bullfighting thirteen years ago and said that he could welcome the improvement of the Regulation of Good Customs for popular celebrations with bulls, giving veterinarians more power, but the his party is completely against the ban of any kind of bullfighting. .
Jessica Albiach took the floor again to remember that while in the “The Community of Madrid and Andalusia has specifically banned the bull and rope bull because they consider it animal abuse.”and the two Autonomous Communities are governed by those who are now proposing to amend the entire bill.
On behalf of the Socialist Party of Catalonia, represented by the deputy David Perez, openly announced that their members would choose to abstain. He focused his speech on the fact that the position of socialists has always been against animal abuse and in favor of protecting their well-being, but they are also great defenders of traditions and people’s birthmarks. In that conflict, he stated that “hWe must respect all sensitivities and we must respect all arguments. “We should understand each other and agree after listening to each other.”.
Then the deputy intervened Esther Valles, from Junts per Catalunya, regrets the absence of President Aragonés during the debate and the fact that his personal position on this issue is not known. He stated that this is a very sensitive proposal, because on the one hand there are those who defend a country that moves towards greater protection of animals and on the other, those who want to maintain their traditions and customs. “We want a debate, we want to listen to everyone, we want to bring everyone who feels questioned” for this bill. “We believe that a consensus is possible”he finished.
Then came the opportunity to Matias Alonsodeputy of Ciudadanos, who described this proposal as another of the ideological manifestations of “far from nothing”. “This is another one of those sterile debates happening here in Parliament”. He announced that thirteen years ago, his party voted against the ban on bullfighting and, as a result, will vote in favor of the amendment presented today.
Finally, it was the turn of the Republican Left of Catalonia, represented by the deputy Juli Fernandez. “Our goal is to improve animal protection, and if we have room to improve animal protection, we are there”, he declared. He also appreciated the presence of entities in defense of animals and those who want to maintain the traditions and culture of Terras del Ebre, and promised to listen to all positions to encourage a fertile debate.
After the debate, voting began on the amendment of the entire PP and VOX, which was rejected by 29 votes against, 19 votes in favor and 82 abstentions.
